It depends who pays you. If your customers are mostly British residents and visitors, English first. If you also want French locals, bilingual is worth it — and we write the French properly rather than running your English through a translator.

You do. The domain is in your name, the code is yours, and you can take it elsewhere if you ever want to. We don't rent websites.
